Publication of meeting was confirmed.

Mayor Letica presented a plaque to Matthew Pokorny for sharing his science project (sea wall rock barrier) with the Village.

Mayors Report:

Mayor’s Report;” During the month we received a response from Colonel Asbery regarding the sea wall project; per Colonel Asbery “current status is that we are working with our headquarters on an approval of waiver to conduct the study due to the limitations on how long the study can be conducted and secure funding for the work, all approvals are pending we will have a better understanding in June”. During the month we continued to work with the NYSDEC to restore the dune. We have decided not to request a permit to remove the sand from the wetlands because of the conditions the DEC was putting on that project and we will use sand from upland sources. We will be submitting more information for the scaled back project, still waiting for a reply. Last month I reported that Town of Huntington Councilmen Cook found a grant opportunity for the Village. Village Clerk Nancy Rittenhouse and Councilmen Cook’s staff member researched the grant and determined it was unfortunately not appropriate for the village. The minimum amount to apply for was 5 million dollars and the village would be responsible for approx. 20% of the grant. The total estimated dollar amount for the projects we had in mind did not reach the 5 million mark and the seawall project apparently did not qualify. We reached out to Huntington to see if we can work with them on a joint application, and are waiting for a response. I met with Nick DeSantis the owner of Newport Engineering and discussed extending the shoulder by 501 Asharoken Avenue and adding a high curb. Village of Northport cleaned out our Village catch basins; we were able to get the project done for half the cost due to shared services. The grounds at 3 Bevin Road were cleaned out by our landscaper. During the month I was asked to add my name requesting that Congress fully fund and make permanent the 9/11 victims fund. I attended the Memorial parade in the Village Park.

 

Trustees:

Deputy Mayor Pierce reported on several Shared Service activities beginning with a public health initiative for reducing tick born diseases. Suffolk County will be partnering with Cornell Department of entomology. There will be education, data and tick collection. Trustee Jablonski will be involved with this and participated in the initial conference call. She attended a prior meeting and shared service conference call which was the kick off meeting for the plan for 2020. She reviewed the fuel savings and the catch basin clean out savings with the director. The county will be submitting an application for matching funds in 2020. On the 23rd of May she attended Senator Gaughran’s meeting and reviewed with the Senator a list of the village’s projects that will be submitted for grant funding. She attended the Memorial Day parade and reviewed the minutes, vouchers and report from Building Inspector on 3 Bevin Road.

 

Trustee Ettinger reported that he spent time with Officer- in-Charge Mahdesian reviewing police related matters. In particular he reviewed the details and preparation for the Fourth of July. He noted that they reviewed the year end budget and schedule for the police boat. He reviewed NYSDEC & Sand Piper Farm correspondences He reviewed the minutes and vouchers for the month.

 

Village Attorney: Mayor Letica reported for Attorney Migatz; Nothing to report for the month of May. The planning Board has a scheduled hearing on June 5th to consider approving Duck Island Corp final sub-division map.

 

Village Treasurer: Emily Hayes Treasurer reported that the vouchers for the month of May were $53,784.57 which included the vouchers relating to year end 5/31/20. There will be a separate resolution to approve the vouchers and budget transfers.

 

Police Report: Officer Mahdesian reported that the department is preparing for the Fourth of July; this month 32 summonses one driving while intoxicated arrest. A significant accident occurred a vehicle struck a pole over the weekend no serious injuries. Water ski permits are up to 33 permits issued.  

 

Sanitation Operator: Barry Bradley reported that big blue is running well. Total tipping fees for the month of May were $2048.80. Trash tonnage 25.6, paper & cardboard 4.53 tons; glass 1.7 tons, plastic and metal .1.5 tons.

 

Emergency Manager: Bill Raisch reported that Hurricane season begins June 1st.  The forecast this year will be 14 main storms, 6 hurricanes and 2 major ones. He spoke about the Blessing of the Fleet held on Saturday, June 15th.

 

Building Inspector: Doug Adil reported that he re-inspected the conditions at 3 Bevin Road, issues have been resolved. He answered a question regarding a driveway at 535 Asharoken Avenue. He inspected 22 Bevin Road for compliance with section 46-3 of the code. Reviewed disconnect letters for property 157 Asharoken Avenue in relation to a demo permit. Reviewed construction plans for rebuilding an existing upper level deck, responded to a concern regarding vandalism at a house on the Morgan Property.

 

Resolution (2019-44) Be It Resolved, that the Village Board approves the budget transfers for the month of May 2019.

Resolution (2019-46) Be It Resolved, that the Village Board does hereby approve a tent permit for the Lento Family located at 26 Bevin Road for the time period of July 4, 2019 thru July 7, 2019.

Resolution (2019-47) Be It Resolved, that the Village Board does hereby approve a tent permit for the Flynn Family located at 25 Asharoken Avenue for the time period of July 21, 2019 thru July 23, 2019.

Resolution (2019-48) Be It Resolved that the Village Board does hereby approve the transfer from the building reserve account #5059 for $9,875.00 to the Money Market Account #5018 for Duck Island Builders for the repairs to the cupola and water damage. (Sheetrock repair, $1500, Roof leak $4750, cupola windows $3625).

Resolution (2019-49) Be it Resolved that the Village Board does hereby approve the adjustment to the fiscal year 5/31/2019 budget to increase Start Income (A1000.000) for $9875.00 and increase Building Expense (A1620.400) by $9875.00.

Resolution (2019-50) Be It Resolved, that the Village Board does hereby approve the adjustment to the fiscal year 5/31/2019 budget to increase the Other General Government (A3089.000) for $2,027.00 for the JCAP grant and increase the Municipal court Equip & Capital Outlay Expense account (A1110.200) for $1524.00 and police office equipment (A3120.457) for $349.99 and Police Office Supplies (A3120.411) for $153.01.

Resolution (2019-52) Be it Resolved, that the Village Board does hereby approve the cost of $1500.00 to clean up the grounds located at 3 Bevin Road (code violation 46-3-b) as a special assessment against the property, the special assessment of $1500.00 will be charged to the property as a tax receivable.

Old Business:

Dune Restoration; Mayor Letica pointed out that the village should change the scope of the project and only use upland sand to restore the dune; the board was in agreement.

Newport Engineering; Mayor Letica brought this proposal up; the other board members did not have a chance to review and this was tabled for next month.

Public Session:

Mayor Letica opened up the meeting for public Session:

Four Comments were made.

1.       A resident asked the Board if they can do a cost comparison between the Town of Huntington sanitation service or an independent vendor compared to our existing cost.

2.       A resident asked about the details on the Federal Transportation grant. Trustee Ettinger explained that the minimum amount to apply for an urban Village was five million.

3.       A resident asked about the timing of the Sand Replenishment by National Grid.

4.       A resident asked where the sand is coming from; Deputy Mayor noted that it’s dredged and also comes from upland sources.
