Mayors Report:

Mayor’s Report;” The Village is continuing to work with the DEC to secure a permit to move sand from the wetlands to the beach lot dune area. The Village has reached out to the ACOE and the DEC to get a schedule for the seawall project. I have had two phone calls with Councilman Gene Cook to discuss a possible grant to help with the seawall area.  The conversations were very productive and his office will be reaching out to Village Clerk Nancy Rittenhouse to begin preliminary discussions. I received a great letter from Matthew Pokorny third grader from Eaton’ Neck who has come up with a great idea to solve the seawall flooding issue which I would like to read. This month I had the pleasure marrying John Parker, the son of Village landscaper Pat Parker.

 

Trustees:

Deputy Mayor Pierce reported that she participated in a Shared Service conference call and met with residents regarding the lighting at the seawall with Trustee Burke; reviewed the storm water annual report, the Sand Piper Farm tax matter, minutes and vouchers for the month.

 

Mayor Letica pointed out that he too viewed the lights from the residents home.

 

Trustee Ettinger reported that he spent time with Officer- in-Charge Mahdesian reviewing police related matters. In particular he reviewed the police boat schedule for the season. The police boat will be in the water by Memorial Day weekend.  He reviewed various correspondences; regarding the violation sent to 3 Bevin Road, reviewed the correspondence from DEC; reviewed the storm water annual report, Sand Piper Farm tax matter, minutes and vouchers for the month.

 

Trustee Burke; reported that she reviewed vouchers, minutes, police report, storm water annual report and correspondence. She noted that she met with residents regarding the lighting at the seawall. She thanked Officer Mahdesian and the police department for responding so quickly to a family aided call.

 

Trustee Jablonski reported that he reviewed the minutes, vouchers, village correspondences, police report, and storm water annual report. He intended to participate in a conference call that was postponed regarding tick management, it was re-scheduled. He also met with residents on the lighting at the seawall and reviewed the DEC response to our permit application. He noted that he discussed with PSEG the installation of a switch to put on the street light poles; per PSEG it is not allowed.

 

Village Attorney: Attorney Bruce Migatz had nothing to report for the month of April. This month the Planning Board is meeting on the application of Duck Island Corp. to approve the final sub-division map.

 

Village Treasurer: Emily Hayes Treasurer reported that the vouchers for the month of April were $105,644.94 which included the annual bill for insurances and workers comp totaling $70,188.10. There will be a separate resolution to approve the vouchers and budget transfers.

 

Police Report: Officer Mahdesian reported that the department is preparing for the Fourth of July; this month 56 summonses were issued, 6 arrests and no burglaries.

 

Sanitation Operator: Barry Bradley reported that big blue is running well. Total tipping fees for the month of April were $1,642.40. Trash tonnage 20.53, paper & cardboard 3.75 tons; glass 1.27 tons, plastic and metal .79 tons.

 

Building Inspector: Doug Adil reported that he re-inspected the conditions at 3 Bevin Road, responded to a question as to what is required to be submitted to install a new water service; provided clarification for a question on a new electrical service, provided height requirements and discussed the requirements for side yard setbacks with a homeowner regarding a 2 car garage.  He performed 12 inspections.

 

Harbormaster: Joe Affrunti reported that the marine schedule is all set; markers and buoys were installed.

 

Conservation Board Chairman: Marty Cohen reported that the board received two tree removal applications in April.

 

Presentation was made by committee members Carole Casamassima and Linda Letica; both presented checks to the Village totaling $9000 to support the cost of the barge and tugboat for the fireworks event.

 

Storm water Public Hearing: On the Storm water annual report for year end March 9, 2019.

Village Clerk, read the legal notice.

Mayor Letica provided an outline of the components included in the annual report.

He opened the public hearing for public comments; no comments were made by the public.

 

A motion was made by Mayor Letica to close the public hearing, seconded by Trustee Ettinger.

Resolution (2019-32) Be It Resolved that the Village Board does hereby approve the services of the Village of Northport to clean out our eight (8) catch basins and leaching pool at a cost of $1,850.00. (Resolution was tabled last month)

Resolution (2019-42) Be It Resolved that the Village Board does hereby ratify the authorization by the Mayor to extend the base term of the Inter-municipal Agreement with the Town of Smithtown for Removal and Processing of Recyclable Material through July 31, 2019.

Resolution (2019-43) Be It Resolved that the Village Board does hereby approve the building permit for 50 yards of RCA material fill for the applicant (Masterson) located at 219 Asharoken Avenue to be placed adjacent to Asharoken Avenue to create a temporary pull off area for parking.

Doug Adil noted that it is the appropriate material and area; over 400’ feet away from high water, the homeowner wants to be able to park on his property.

Old Business:

3 Bevin Road; Mayor Letica noted that the code compliance department with the bank began cleaning up the yard and installed the plywood by the garage. Mayor Letica asked the building inspector if he was satisfied and he noted that he was not; he noted that they do intend to clean up but it’s taking very long. Mayor Letica noted that they haven’t complied with the deadline date. He noted that we should have Parker Landscaping perform the clean up. The property will be reviewed by the building inspector and the cost of the clean up was previously authorized by the Board.

 

Dune Restoration; the DEC sent the Village several requests; Mayor Letica discussed several of the points that the DEC has made regarding the permit application. Mayor Letica noted that we should find out if we have to have a surveyor mark and flag the wetlands or can we do it ourselves. This cannot be started until August 31st

 

Public Session:

Mayor Letica opened up the meeting for public Session:

One Comment was made.

1.       A resident commented about the Village taking out sand from the wetland; he noted that all the sand came from the beach across from the seawall. He noted that the sand should not be taken out and the area should include a plan to be restored since many mud flats exist. Mayor Letica noted that if we take the sand from the wash over area deposit across the seawall it will disappear. There is not enough of material to deposit seaward of the seawall. After Sandy we pushed the sand from the beach to form the dune but also brought in 5000 cy of sand to build up the dune. He noted that much of the sand in the wetland is in the Town of Huntington; it’s very complicated, but we have to protect the roadway and replenish the dunes.

 

Mayor Letica made a motion to go into executive session to discuss Sand Piper Farm tax grievance; seconded by Trustee Ettinger.
