Mayor Letica reported, “On May 5th Deputy Mayor Pierce and I met with Congressman Tom Suozzi, Town Supervisor Frank Petrone, Colonel Caldwell from the USACOE, representatives of the NYSDEC and representatives of FEMA to begin discussions about doing something to the seawall area to stop the frequent overwash and localized flooding.  The meeting focused on possible funding solutions and arranging a means to engineer the plans for the repair.  As a result of these discussions the Village and Town reached out jointly to the USACOE to solicit input as to what program would be the best one to apply under.  Additionally, the Village and Town decided that we would commence discussions between the Town Engineer and Aram Terchunian, the Coastal Engineer who previously consulted with the Village, to look at what options could be considered to solve the problem.  A preliminary engineering meeting was held later in the month and was attended by Deputy Mayor Pierce.  Presently the Village is in the most preliminary stage of coming up with a solution and like most of these projects it will take a while to reach completion.

On May 11th I attended a SCOVA meeting to discuss the Shared Services Plan that Suffolk County will need to adopt later this year and on May 29th I attended the American Legion Memorial Day ceremony in the Northport Village Park.

 

Trustees:

Deputy Mayor Pierce reported that on May 5th she attended a meeting with Congressman Suozzi, Supervisor Petrone and staff, USACE, FEMA, NYSDEC and USCG Eaton’s Neck on Seawall solutions. The Town of Huntington and Village of Asharoken composed a letter to the USACE to determine if there is a Federal interest. On May 9th Deputy Mayor Pierce attended the Shared Services meeting presented by New York State and Suffolk County.  On May 25th she noted that she attended a follow up meeting with Town of Huntington regarding the seawall, engineering assistance and funding sources.  On June 4th she took photos of the seawall rock depression area and contacted NYSDEC.  She noted that Sue McCormick with the NYSDEC requested inspections done by the USACE. She attended the Northport Memorial Day Ceremony, reviewed the minutes, vouchers and Shared Services information.

 

Trustee Ettinger reported that he attended the annual Eaton’s Harbor Corp. meeting.  On May 31st he attended the monthly court session; he reviewed the minutes, vouchers, FOIL’s and correspondences from residents.

 

Trustee Burke reported that she had nothing to report.

 

Trustee Jablonski reported that he reviewed last month’s minutes and payment vouchers.

 

Village Treasurer: Emily Hayes Treasurer reported that the total vouchers for the month of May were $50,775.34; this is split between two fiscal years.  For the year end 5/31/2017 the total voucher amount is $20,568.99 and for the year end 5/31/2018 the total vouchers amount is $26,494.04. The second payment of $9750 for Grucci Fireworks was part of the voucher amount. There will be a separate resolution to approve the vouchers and budget transfers.

 

Officer-In-Charge:   Officer-In-Charge Ray Mahdesian reported 39 summonses and 4 arrests. Officer in charge Mahdesian reported that illegal harvesting of horse shoe crabs took place; the person was taken into custody. He noted that the police should be called if anything appears to be unusual. The department issued 28 water ski permits as of May 31st.    Officer D’Alessarndro completed the state training course that certifies him as a marine patrol boat operator. Harbor master Joe Affrunti prepared the marine unit for a new boating season.

 

Village Attorney:  Bruce Migatz reported that the Zoning Board met on May 23rd, they heard one application 106/108 Asharoken Avenue, a special use permit application for accessory structure that was granted.  We have two cases this month on the Zoning Board calendar.  The Planning Board met on May 16th they granted final approval to the Duck Island Corp for the subdivision application.  The ERB did not meet but they did get the report from GEI Consultants which is under review and they will be scheduling a meeting to render a decision.

 

Sanitation Operator: Barry Bradley reported that Big Blue is running well. The total trash tons was 29.49 single stream 9.96 tons for total tonnage for the month being 41.08 tons.

 

Superintendent of Buildings: Doug Adil reported that he reviewed a variety of plans this month.  Responded to a complaint regarding a construction of a deck platform on the beach; the owner was informed and the deck removed.  Reviewed plans for an accessory structure. Reviewed construction drawings for additions to a home on Beach Plum Drive and met with a potential home buyer who needed information on requirements for installing an in-ground pool.  He performed approximately 14 inspections this month.

 

Conservation Board Chairman:  Marty Cohen noted that he had nothing to report this month.

 

Harbormaster:  Joe Affrunti reported that the police boat was being prepared for the Memorial weekend.  Several of the 5 MPH signs needed repair.  He noted that he is reviewing some signage for the new amended village code for “no wake surfing”.

Resolution (2017-51) Be It Resolved, that the Village Board approves the budget transfers for the month of May 2017.

Resolution (2017-53) Be It Resolved, that the Village Board does hereby approve a tent permit for the Lopes Family located at 182 Asharoken Avenue for the time period of June 16, 2017 thru June 18, 2017.

Mayor Letica opened up the meeting for public session.

During public session, two comments were presented.

1.    A comment was made on the GEI Consultants report and the selection process of the documents delivered to GEI Consultants.

2.    A comment was made about the new police officer recently hired by the APD Department.
