Held on Tuesday

September 24th, 2013 3:00 P.M

The Pledge of Allegiance was said.

Proof of Notice was made.

 

Mayor Letica opened up the meeting;

 

Mayor Letica updated the board on the Curbing Project, north of Bevin Road.

 

Mayor Letica brought up re-installing the snow fence.  The trustees discussed how effective the snow fence has been, and Trustee Ettinger noted that it also minimizes the sand from blowing onto Asharoken Avenue.

 

Mayor Letica recommended to the board that the village remove some of the sand from the edge of the roadway. Trustee Jablonski also recommended that Patrick Parker clear the sand up to the edge of the asphalt in order to expose the fog line. Mayor Letica asked the village clerk to get a price quote from Patrick Parker.  In addition the board discussed clearing back Bevin Road, and Deputy Mayor Pierce mentioned the two fallen branches that need to be removed.

Mayor Letica introduced John Skinnon, auditors for the Village of Asharoken.  John reviewed the audited draft financial statements for year end 5/31/2013 with the Board of Trustees.

Mayor Letica introduced Paul Wotzak to the Board of Trustees, a possible candidate for the Village Assessor position.  Mr. Paul Wotzak discussed his experience and reviewed his resume with the Board of Trustees.

Trustee Ettinger, discussed the need for two new police cars with the Board of Trustees.  He noted that the two new police vehicles that are being considered are Dodge Durango SUV’s.  He discussed the high repair costs and high mileage associated with the two police cars that the department is considering replacing.  He also pointed out that the police reserve account balance is sufficient to cover the cost of the two new police vehicles.  The Board discussed the possibility of reducing the police vehicle fleet to four.

Mayor Letica discussed the progress of the project worksheet submitted to FEMA for the Village Hall.  He noted that the review process has been completed by the Cost Estimate forum and FEMA’s (CEF) department estimated repairs were close to what the village submitted. The project worksheet is currently with FEMA Hazard mitigation department and then an overall final review from the project team.

Village Clerk, Nancy Rittenhouse reviewed the following grant proposals with the Board.

a)      JCAP (Justice Court Assistance Program) the village has the opportunity to submit for grant funding to help subsidize the construction costs for the new village hall court room.

b)     Senator Marcellino Grant for $50,000, project notification was submitted and is being reviewed by the Division of Budget in Albany.

c)      HMGP-4085 (Hazard Mitigation Grant 404 Program), the village is waiting for a determination of eligibility.

 

Mayor Letica followed up with another municipality who received grant money to help fund a free-standing solar system; he noted that the village has reached out to Senator Marcellino’s staff for the possibility of a similar grant.

 

Village Clerk, Nancy Rittenhouse discussed with the board a recommendation that was made by our Village Attorney, Bruce Migatz to re-write the zoning code section, but not change the content in order to simplify the code.

 

The board of Trustees discussed some changes to the Accessory Use permit renewal application and included suggestions to simplify the process and reduce the permit fee as well.  Village Clerk, Nancy Rittenhouse noted that she will communicate this to Village Attorney, Bruce Migatz in order for the recommendation to be discussed at the next Board of Zoning Appeals meeting.  Trustee Ettinger noted that this was discussed several years ago with the Zoning Board, but no changes were made.

 

Mayor Letica reviewed the progress of the IMA agreement.

 

Trustee Burke, recommended having clear guidelines for the newsletter.  She contacted NYCOM who provided information and recommended creating a local law identifying the Village’s guidelines for the newsletter.

 

Village Clerk, Nancy Rittenhouse noted that the following resolution is for asphalt work on Asharoken Avenue near the dunes. Mayor Letica proposed the following resolution.

Resolution (2013-112) Be It Resolved, that the Village Board, does hereby authorize the mayor to enter into a contract with Lindley Bros. Asphalt Paving Inc. to perform several repairs to Asharoken Avenue, not to exceed $2900.00.

Deputy Mayor Pierce made a motion to approve, seconded by Trustee Burke.

The board discussed having the next work session meeting on October 15th at 3:00pm at the Village Hall Trailer.

 

Mayor Letica confirmed with Trustee Jablonski the delivery of the dumpsters by the Town of Huntington for the Coastal Clean-up and the Duck Island Harbor clean-out.

 

Mayor Letica made a motion to adjourn the meeting, seconded by Trustee Burke.

        The September 24, 2013 meeting of the Board of Trustees was adjourned at approximately 5:30 pm.
