The Pledge of Allegiance was said.

Mayor Irving called the Worksession to order.

Proof of Posting was noted.

 

Auditors: The Villages Auditor John Skinnon from Skinnon & Faber CPA’s P.C. reviewed the audit for year-end May 31st, 2011.  He discussed the audit procedures and the process involved.  He also discussed the responsibilities of the Board of Trustees for overseeing the internal controls.  He also reviewed the management letter and explained four points that were noted in the management letter. 

Mayor Irving asked the Board if they have any comments or questions for John Skinnon.

 

Shoulder Project: Mayor Irving discussed the progress of the Shoulder stabilization project.  She noted that new beach grass will be installed near the north and south end of the seawall as well as installing hay bales to prevent the sand from spilling onto the roadway.  She discussed installing new signage near the seawall.

 

Emergency Report: Mayor Irving noted that the emergency management plan is being worked on and Bill Raisch, Emergency manager will be reporting on the plan at the November 7th Board of Trustees meeting.

 

Bevin Road: Mayor Irving noted that the residents on Bevin Road are engaged in working with the Village on coming up with a solution for the Bevin Road sluice.

 

Duck Island Harbor: Mayor Irving discussed dredging in Duck Island Harbor. 

 

Snow Fence: Mayor Irving discussed the installation of snow fencing along 1400 ft on the north side of the dune from house number 475 to house number 413.  Ken Savin, Village Attorney received an email from the DEC noting that the installation of snow fence does not require a Tidal Wetland permit. Ken Savin noted that the DEC encouraged the project to help aid in building the existing dunes. Mayor Irving requested that letter be sent to the beach lot owners making them aware of the installation of the snow fence.

 

Fireworks: Nancy Rittenhouse, Village Clerk noted that Bay Fireworks contacted the Village asking what day the Fireworks Display will take place for 2012.  In 2012 Fourth of July falls on a Wednesday.

 

Mayor Irving reported to the Board of Trustees that a personnel issue has developed.

Oct 29th Storm: Mayor Irving discussed the storm on October 29th, 2011 she noted that Chris Mulridge was asked to clear the roadway, since the Village’s Landscaper Patrick Parker was unavailable.

 

Sea wall: Regarding the seawall, Ken Savin, Village Attorney had several conversations with the NYSDEC and they indicated that the USACE should be following up on the damages that occurred as a result of Tropical Storm Irene. Mayor Irving discussed the displacement of the rocks, Nancy Rittenhouse, Village Clerk noted that the neighbor at 540 Asharoken Avenue offered to allow access from his property to get to the seawall.  The Board discussed getting an estimate from Stan Thompson to fix the displaced rocks, footings at the base of the staircase and the portion of the railing as well. The expenditure will be submitted through FEMA for reimbursement.

Ken Savin, Village Attorney discussed a conservation he had with the NYSDEC, The engineering division is open to the idea of dredging the sound for sand replenishment.  DEC also noted that the original seawall built in 1997 had an agreement attached to it that was signed by the former Mayor, indicating that the Village maybe responsible for a portion of the original seawall structure.

 

Asphalt work: Ken Savin, reported on additional asphalt work on Asharoken Avenue, north of the Catch Basin project, approximately 232 feet of existing roadway milled and new asphalt installed. The estimate from Kings Park Industries is $14,000.00. 

 

Resolution (2011-66) Be It Resolved, that the Village Board of the Village of Asharoken, NY in regular session duly convened does hereby authorize the Mayor to enter into a contract with Kings Park Industries for road rehabilitation based on an estimate of $14,000.00, under the Town of Huntington Contract the approximate area will be the width of Asharoken Avenue 232 feet north/west of the catch basin project. Funding will come from the consolidated highway improvement program (CHIPS).

Stripping & Sealing: Mayor Irving and the Board asked Ken Savin, Village Attorney to get prices for sealing and fixing several potholes from Kings Park Industries. Trustee Tilleli noted that he also will be getting prices from Kings Park Contractors a separate company for sealing the roadway as well.

Nancy Rittenhouse, Village Clerk, explained that the stripping and sealing of the roadway costs will come from the Village’s Highway reserve account.  The balance in the account as of September 30th, 2011 is $75,222.28.  These two expenditures cannot be submitted through the CHIPS program since they do not qualify with the programs eligibly guidelines.

 

EPA Compliance Order: Mayor Irving reported on the EPA compliance Order that the Village received. Mayor Irving noted that a resolution will be put on the table for the November 7th, Board Meeting for the storm water plan.

 

Solar Permit: Trustee Pierce discussed the Long Island Unified Solar permit Initiative.

 

Snow Removal: Mayor Irving noted that the Village should send out several RFP’s to snow plowing contractors for the Village’s roadways, in order to cut costs.

 

Village Dock: Trustee Affrunti noted that the application was submitted to the Town of Huntington for the Village Dock.

 

Village Hall: Mayor Irving noted that it’s important to move the Village Hall project forward and begin the permit process.
