Mayor Letica reported, “Once again Asharoken had a spectacular 4th of July celebration.  I would like to thank Officer- in- Charge Ray Mahdesian and the entire police department for a fine job making sure everyone had a safe day. Officer Mahdesian meticulously plans the police patrols for the day and is always able to secure additional help from the Village of Northport, Suffolk County Police and Suffolk County Sheriffs. Ray was also able to secure the light at Bevin Rd. from the Suffolk County Sheriff’s office at no cost to the village.  I would also like to thank Police Commissioner Mel Ettinger for the endless hours he spent assisting the police department. Many thanks goes to Martin Hakker once again who did a fine job with the fireworks display which unfortunately had to be a little further offshore due to the nesting piping plovers.   Thanks to Harbormaster Joe Affrunti for a great job as our safety officer. But most importantly, thanks to our residents who rose to the occasion with bonfires that were carefully placed and properly sized.

On July 4th I represented the village in the Eaton’s Neck 4th of July parade.  I also had the opportunity to meet Tom Suozzi and Jack Martins who are running to fill Congressman Steve Israel’s seat.  It was a great chance to bring them up to speed about the various issues and I made a point to ask for their help going forward.

There is nothing to report regarding the ASDRP.  The ACOE is still reviewing the public comments.

The Village is awaiting a final decision on the $50,000 grant it applied for to continue with the paving project.  The Village received initial approval and is just awaiting final confirmation.

We had Asharoken Avenue striped during the month of June and are waiting for them to come back and paint a Stop Bar line at Bevin Road, SCWA will be finalizing their repairs near Duck Island Road and some small areas were patched on Bevin Road.

I would like to thank volunteers Steve Trombetti and Eric Maffei for their continued work on the Asharoken.com website.  They spend countless hours updating the website, with postings, messages updates and photos. 

During the month one of our police officers Michael Tetro resigned on July 4th.  He has worked in the police department for 30 years he has been a great asset to the village.

I would also like to thank all of the volunteers who have stepped forward to volunteer their time as either a committee member or a board member.  During these past four years we have had on a consistent basis the same committee and board members offering their service year after year which I find extraordinary.  I thank all of you for your volunteerism and supporting this administration.

I would like to congratulate Ally Long who is the niece of Judge Mark Kleczka and has made the Olympic women’s soccer team.

Trustees:

Deputy Mayor Pierce reported that during the month she worked with the Mayor Letica, Village Clerk, Nancy Rittenhouse and met with a contractor regarding the concrete groin at the eastern end of the beach.  On Monday she will be meeting with another contractor to review the project.  She noted that she reviewed the vouchers for the month and resident’s communications on proposed docks.  She noted that both side planting beds are complete.  We received plant donations from residents and Asharoken Garden Club members; the final cost to the village was $1200 for a $4200 plan and that amount was covered by donations.  She thanked Office-in-charge Raymond Mahdesian and Police Commissioner Melvin Ettinger as well as Joe Affrunti for another safe fourth of July.  She thanked Marty Hakker, Carole Casamassima and Linda Letica for all of their efforts. She thanked Barry Bradley for a great job.  She noted that she looks forward to working with Trustee Ettinger, Burke and Mayor Letica in the future and congratulated all of them.

 

Trustee Ettinger congratulated Mayor Letica and Trustee Burke and looks forward to working with the entire board.  In the past four years, the village faced some serious issues and survived some serious storms.  He noted that they accomplished a great deal.  We were able to complete a new Village Hall; we accomplished this by private donations and grants.  We paved a large portion of Asharoken Avenue.  He noted that the village will take delivery of two new police cars; we will now have five police cars having all wheel drive.  We also hired two new police officers to our police department.  He thanked all the residents who have supported him and who came out on Election Day.  He noted that he will work even harder in the next two years.  He thanked his wife for tolerating these past several years.  He noted that we had a great July fourth, he thanked Officer Ray Mahdesian for all his hard work and attention to detail, and thanked Joseph Affrunti for his participation.  He noted that he reviewed several FOILS’, correspondence from residents, monthly vouchers and the minutes.

 

Trustee Burke reported that she reviewed the minutes, the vouchers and resident correspondence.  She also thanked the residents for their support and continued confidence in her as trustee.  She noted that she grew up in Asharoken, it’s the best place on earth to live.  We have many challenges in front of us as a board and we will stay committed to doing what is best for the village.  We will work diligently and continue open communication with the residents as we go forward.

 

Trustee Jablonski reported that he reviewed the resident correspondences, vouchers and minutes.  He noted that he has been spending time with the Dredging committee; a resolution is on the agenda for a toxicology report for the initial core sampling.

 

 Village Attorney:  Bruce Migatz reported that for the month of June the Zoning Board did not have a meeting, no applications filed.  The Planning Board did not meet during the month of June however a meeting has just been scheduled for July 26th on the Duck Island Corp. subdivision.  Our consultants VHB engineering have reviewed various submissions and asked for various amendments to the plans and application and have advised us that the application and plans are satisfactory as to form and recommend to reschedule the hearing.  The hearing has been scheduled for July 26th.  The ERB did meet on June 27th a continued hearing on two dock applications for 255 and 241 Asharoken Avenue. At the May meeting the applicants were requested to submit additional documentation, they did submit the documentation but only on the day of the hearing not giving sufficient time for the members of the board to review it.  The meeting was adjourned until July 25th so that both the public and board members can review the new submission.

 

Treasurer: Emily Hayes reported that the majority of the property taxes were received by the end of June and 21 parcels are unpaid at this time.  Delinquent notices will be sent out.   She noted that the village received $965.50 from NYS for the Arbor Day celebration.  The total vouchers for the month of June was $185,435.16 and $6177.45 was for final bills for the fiscal year ending 5/31/16 and $179,257.71 are for bills for the fiscal year ending 5/31/17.  Included in the 16/17 vouchers were payments for the barge for the fireworks of $8500.00 and highway repairs of $52,968.94 and the payment for the two new police cars of $73,461.49. There is a separate resolution to approve the vouchers and related budget transfers.

 

 Officer-In- Charge:   Officer-In-Charge Ray Mahdesian reported that the festivities went very well because of the residents complying to our requests. He noted that they had a good month, 35 summonses and 9 arrests.  Our marine unit participated with our Suffolk County officials called Operation Shield where we check various vessels.  The village receives a grant every year through Homeland Security which helps subsidize the additional cost.

 

 Village Clerk:  Nancy Rittenhouse, Village Clerk reported, “Our Village General Election was held on June 21st.  The turnout was very good for an uncontested election.

We had 192 residents come down to vote, and 12 absentee ballots submitted.  One ballot was void due to the write-in signature being outside the ballot boxes. 

A little history on the number of cast votes; back in 2012 we had 354 which was a contested election, in 2013 we had 95 ballots, 2014 we had 105, in 2015 we had 72 and in 2016 we had 203.  It is always good to see high voter turnout which shows the community is engaged and involved.  In the past three years our elections were held at the Eaton’s Neck Fire House due to Sandy, so this is the first year we held the elections in our new Village Hall, which I believe helped increase the higher voter turnout, as well as having a write-in campaign.

I want to thank our election inspectors who are appointed by the Board, Denise DeAcetis and Judy Ross are both residents in this village, they are the most honest and gracious people I know.  Hillary Candelora is dear friend, and always is available to help the village out.  They put many hours working the election and I would like to extend my appreciation to all of them.

 

A question was asked why we don’t have Suffolk County BOE Monitors or custodians.  We are not required to have custodians when we use paper ballots.  We are only required to use them when we rent the Tabulator or BMD scanner machines. The cost to the village for the voting machines, custodians, delivery is expensive.  When I learned that our election was going to be uncontested which is after the last day to file an independent nominating petition I cancel the equipment and set up the election using paper ballots. Instead of using the metal privacy booths, Suffolk County Board of Elections provides cardboard privacy screens free of charge. 

I would like to congratulate both the mayor and trustees on their win.  I am honored to work for the Village Board who volunteers countless hours to this village; I look forward to the next two years.

We have a great team; our village Attorney Bruce Migatz is just simply brilliant.  Emily Hayes is a phenomenal CPA, Doug Adil is such an Approachable and excellent building inspector, Officer Mahdesian runs a top notch police department and Barry is simply unstoppable”.

Sanitation: Mayor Letica reported for Barry Bradley trash total was 30.71 tons, single stream 10.95 tons for a total of 44.30 tons and a monthly cost of $2,599.89. 

 

Superintendent of Building:  Doug Adil reported that he performed nine inspections.  He met with a homeowner to discuss the work needed to address the open violation for his in-ground pool.  He inspected construction of retaining walls that were progress without any engineering drawings or permit application.  He re-reviewed plans for interior structural alterations, discussed replacement of deck railings and decking with homeowner.  Inspected a ”No parking” posts/chain and provided recommendations.

 

Conservation Board: Marty Cohen noted that as many of you know “No Loitering signs” were installed near Sand Piper Farm and he pointed out that it appears that far less liter exists.

 

Harbormaster:  Joe Affrunti noted that Breakwater Marine was very cooperative and all the paperwork was in order and on time.

Migatz as Village Attorney for a one year term to end July 2017 at an annual retainer of $30,000 payable in equal monthly amounts of $2500.00, for general legal advice per retainer agreement. Other legal services other than litigation actions and proceedings will be billed on an hourly basis of $250.00, plus out-of-pocket expenses incurred on behalf of the Village, litigation actions and proceedings will be billed on an hourly basis, at a rate of $300.00 per hour, plus out-of –pocket expenses incurred on behalf of the Village, subject to Board approval.

Resolution (2016-107) Be It Resolved, that the Village Board, does hereby authorize the allocation of the following funds ($25,000.00 for Police General, $3,000.00 for Marine, $4000.00 for Sanitation, $25,000.00 for Highway, and $10,000.00 for Unpaid benefits from our General Account) (Unreserved fund) to our money market account (Reserve fund) for fiscal year-end 5/31/2017.

Resolution (2016-109) Be it Resolved, that the Village Board does hereby approve the adjustment to the fiscal year 5/31/2017 budget to increase the Start Income (A1000.000) for $73,461.49 ($36,737.00 and $36,724.49)and increase the Police Equipment Expense account (A3120.200) for $73,461.49.

Mayor Letica opened up the meeting for Public Session.

During public session, six questions and/or comments were presented.

1.    A comment was made congratulating the Board for their leadership.  He made a comment, about being disappointed after reading an article in the paper regarding the election. He noted that he believes that this community supports the board and wants to help the village.

2.    A comment was made congratulating the victors.  He submitted a press release from North Hempstead dated January 22, 2014 regarding placement of the public comment session on the agenda.  He read the press release. He also noted his disappointment on resolution (2016-85) (residency requirement). He also commented that not a single member of the ERB resides in the Ida Smith property area.  Mayor Letica corrected the resident, stating that the member on the ERB Board does live in the Ida Smith Property area.  Comment was made on the recent election and surveillance video cameras.  

3.    A comment was made about his neighbors shrubs and having difficulty pulling out from his driveway.

4.    A comment was made on how to fix the traffic after the Fourth of July event.

5.    A comment was made about a solution to the traffic problem; we can move the fireworks down towards the Jetty.

6.    A comment was made about the objections to the camera being on during the election. The Mayor made it clear that no one viewed the recorded video.

 

Mayor Letica made a motion to close the public session, seconded by Trustee Ettinger.
