Mayors Report:

Mayor’s Report;”He thanked the Town of Huntington, Supervisor Chad Lupinacci and the Town Board for extending the IMA for cost sharing with the Village for the services of First Coastal.  First Coastal is the engineering firm that is advising the Village and Town on the proposed project to replace the seawall and beach seaward of it. The Village appreciates the Town’s support of this critical project which benefits members of both communities.

 

The Village is continuing to put the finishing touches on the bid package to explore switching to using an outside carter service.  We expect to have the bid out later this month.

The Village has reached out to Senator Gaughran and Assemblyman Raia requesting support of the DASNY and SAM grants that it is applying for.

 

The Village Auditor has completed the Annual Update Document which has been sent to NY State as required by State law.

 

I am happy to report that the two surviving Osprey chicks on the Duck Island nest fledged (flew off the nest) and doing well.  So, although the severe thunderstorm of July devastated 3 of the 4 Osprey nests the Village does have two happy offspring for 2019.

 

Lastly, it has been a sad month for the extended Asharoken family.  Village resident Reed Rickman passed away suddenly last Tuesday.  Reed was a tremendous supporter of the Village and donated all of the mechanical equipment for the new Village Hall.  Reed always had a big smile on his face and devoted his life to helping others.  My deepest condolences go out to Reed’s wife Debbie and the entire Rickman family.  Police Officer Brian O’Connor lost his dad during the month as well.  My condolences go out to Brian and his family.  And the Village Accountant, John Skinnon, also passed last month.  John and his firm of Faber and Skinnon have been an integral part of keeping Asharoken on solid financial footing for many years.  His advice and council will be sorely missed.  I also extend my condolences to the Skinnon family.

 

Trustees:

Deputy Mayor Pierce reported that she attended two Shared Service calls. The call was about formulating a plan for next year, which will be voted on in September. She participated in a call with the Town of Huntington that resulted in the extension of the IMA sharing with First Coastal Consulting. She reviewed the minutes, vouchers, information on peddling and solicitation and the sexual harassment prevention policy.  She attended the Reed Rickman Memorial Service.

 

Deputy Mayor Pierce reported for Trustee Jablonski; Trustee Jablonski has taken over participating in the Shared Service Deer tick advisory communications and attended a call held on August 2nd.  He reviewed the minutes, agenda, correspondences on peddling and solicitation; and on July 21st he pulled a stranded motorist out of the sand by the seawall.

 

Trustee Ettinger reported that he attended the wake for Bill Reynolds, attended the celebration of life memorial for Reed Rickman.  He noted that Reed Rickman was very generous and donated all the mechanical equipment for the new Village Hall.  He attended Officer O’Connor’s father’s wake. It has been a very sad month.  He reviewed the correspondence on the Sand Piper Farm matter; the proposed local law for Chapter 91, minutes and FOIL’s.

 

Village Attorney: Attorney Migatz; reported that the Zoning, Planning & Environmental Review Boards did not meet in the month of July. The Zoning Board is scheduled to meet on September 24th for one application. He noted that we are still waiting for a decision on the Article 78 with respect to the two dock applications. He noted that he drafted a proposed amended Chapter 91 “Hawking, Peddling & Solicitation” of the Village Code, a resolution is on the agenda to schedule a public hearing for the proposed amended local law.

 

Village Treasurer: Emily Hayes reported; the vouchers for the month of July were $59,573.87, included in the vouchers this month was an invoice for police radios totaling $6,582.00 and a voucher of $6,208.38 paid to the Northport Fire Department for money received from NYS. There will be a separate resolution to approve the vouchers.

 

Police Report: Officer Mahdesian reported that the department was very busy in July. The department issued 75 summonses and made 2 arrests. No reported burglaries in the village for the month of July.

 

Sanitation Operator: Barry Bradley reported that big blue is running well. Total tipping fees for the month of July were $3013.60. Trash tonnage 37.67, paper & cardboard 6.19 tons; glass .93 tons, plastic and metal .61 tons.

 

Building Inspector: Doug Adil reported that he reviewed plans for construction of a swimming pool at 341 Asharoken Avenue; he reviewed drawings for interior alterations at 176 Asharoken Ave. He reviewed preliminary site drawings for alterations to 530 Asharoken Avenue; plans indicated adequate zoning setbacks for proposed work. He confirmed with the Village Clerk that construction of a masonry property line wall requires a building permit. He discussed a proposed driveway improvements and a proposed dormer addition to an existing garage with the homeowners and performed seven inspections.

 

Chairman of the Conservation Board: Marty Cohen reported that the board visited one resident and issued on tree permit.

 

Resolution (2019-80) Be It Resolved that the Village Board approves the budget transfers for the month of July 2019.

Resolution (2019-81) Be It Resolved, that the Village Board does hereby approve the vouchers for the month of July 2019 in the amount of $59,056.69.

Resolution (2019-82) Be It Resolved, that the Village Board does hereby approve the Village Clerk and/or Court Clerk to prepare an application to the 2019-2020 Justice Court Assistance Program (JCAP) grant for funding of court furnishings and equipment, not to exceed $30,000.00.

Resolution (2019-85) Be It Resolved, that the Village Board, does hereby approve the scheduling of a public hearing on Tuesday, September 10th, 2019 at 6:30pm at Village Hall for a proposed local law authorizing a new Chapter 91 of the Code of the Village of Asharoken entitled “Hawking, Peddling and Soliciting”; Chapter 91 of the Code of the Village of Asharoken entitled “Peddling and Soliciting” is proposed to be repealed in its entirety.

Resolution (2019-86) Be It Resolved that the Village Board does hereby authorize the Mayor to sign a one (1) year extension to the Inter-municipal Cost Sharing Agreement (originally approved per resolution 2017-109) with the Town of Huntington for an amount not to exceed the remaining balance of $3178.75 ($20,000-$13,642.50 expenses incurred = Balance remaining $6357.50/50% = $3178.75) on the purchase order issued from the Town of Huntington, the terms of the contract extension to expire on December 5, 2019.
