Mayors Report:

Mayor Letica reported, “The important news to report on the Asharoken Storm Damage Reduction Project is that that a meeting is scheduled for June 5th for the village, the ACOE and NYSDEC. The topics that I expect will be covered are the plan that the ACOE is proposing and a response to the ACOE comments on the village’s public access plan.

The village hall project continues to move forward with the installation of the windows, most exterior doors, roof, rough plumbing and commencement of work on duct work. Both Trustee Ettinger and Building Inspector Adil will have more details in their reports.

Asharoken worked with the Village of Northport to have State Senator Carl Marcellino introduce a bill that would move the study of the re-powering of the Northport power plant from 2018 to 2016 and create an advisory committee on which Asharoken would be represented.  We will have to wait to see if the NYS Senate and Assembly pass this bill and then see if Governor Cuomo signs it.

The village received reimbursement from the NYS DOT in the amount of $76,877 for the replacement of the shoulder along Asharoken Avenue east of Bevin Road. It covered the project in full except for two trees that cost $450.00.

We are reviewing proposals for the second phase of our highway re-surfacing project.  The location is approximately 2500 LF from Asharoken Village line. Two vendors, Poscillico Civil who has the contract with Suffolk County and Suffolk Paving who has the Town of Huntington Contract, submitted proposals that need to reviewed and compared.  We may hold off until we get the village hall project done since we have to dig up the road to install the water and gas service. Finally, I had the honor of representing Asharoken at the Memorial Day Ceremony held in Northport.

Trustees:

Deputy Mayor Pierce reported that she reviewed the minutes and the vouchers for the month of May.  She reviewed the final efficiency plan for the two year property tax freeze and participated in the Memorial Day Parade.  She completed the information needed for the low use requirement for the public access plan.

 

Trustee Ettinger reported on the progress of the village hall project for May.  He noted that the rough plumbing was completed, windows were installed and the installation of the electric and HVAC began.   During the remaining month of June the completion of the electrical and HVAC will take place, as well as the installation of the septic system.  We continue our weekly meetings with Ravco Construction.  Trustee Ettinger noted that he discussed police matters with Ray Mahdesian, officer-in-charge.  He reviewed the minutes and vouchers for the month of May and reviewed the efficiency plan.

 

Trustee Burke reported that she reviewed the minutes and vouchers for the month of May.  She noted that she worked on the next edition of the village newsletter and began coordinating the blood drive.

 Village Attorney:  Bruce Migatz noted nothing to report.

 

Treasurer: Treasurer Emily Hayes reported that the total amount of vouchers for the month of May was $47,717.23.  On May 28, 2015 the village received $76,877.00 from NYS Multi-Modal for reimbursement of expenses incurred for the shoulder project.

 

Officer-In- Charge:   Officer-In-Charge Ray Mahdesian reported that 34 summonses were issued and 4 arrests were made.  The marine patrol boat is currently in service.  There were no reported burglaries in the village for the month of May.

 

Superintendent of Buildings: Doug Adil reported on fifteen inspections for the month of May.  He noted that he reviewed the May 2015 payment requisition for the village hall project.  He contacted “NY Rising” program on behalf of a homeowner looking to utilize the program for elevating their home.  Reviewed plans for deck alterations for a resident’s home on Bevin Road East.

 

Conservation of the Environment:  Nothing to report.

Resolution (2015-52) Be It Resolved, that the Village Board does hereby approve change order #2 from RAVCO Construction for a change in material used in the kitchenette to (Wilsonart: Typhon Gold 4953D-22 Matt finish with a 3.5” backsplash) from Quartz Mountain Mist, and add additional material (Quartz Mountain Mist) to the police department front desk, change in contract sum $0.00.

Resolution (2015-53) Be It Resolved, that the Village Board does hereby approve change order #3 from RAVCO Construction to install a RPZ closet door, door casing painted and door lock (Harney) for a change in contract sum of $827.77 to include labor and materials.

Resolution (2015-55) Be It Resolved that the Village Board, does hereby approve architectural services for any issues that may arise during the remainder of the contract that are not covered by his existing contract during the remainder of the project, any services required shall be provided on an hourly basis with a not to exceed amount of $3,500.00. (Architect $150.00/hour, drafting $50.00 hour, clerical $20.00)

Mayor Letica opened up the meeting for public session.

During public session, twenty questions and comments were presented.

1.       Comment was made on the protection of horseshoe crabs and possible suggestions.

2.       Question on a 24 hour DEC hotline.

3.       Question on whether there is control over temporary structures, such as POD storage containers.

4.       Thank you was made for assistance made by the village.

5.       Question on a budget transfer.

6.       Comment on an Osprey Pole.

7.       Question on Change order #1.

8.       Question on burglaries in the month of April and May.

9.       Comment was made on the Asharoken Beach Restoration and letters that were mailed out by residents and misinformation being communicated.  Mayor Letica noted that we have to be careful sending out letters that are not factually correct.

10.   Comment was made on Newsday delivering incorrect information.

11.   Suggestion was made to provide a vehicle to get the ideas out about the Beach Restoration Project.

12.   Comment was made on the inaccuracies of the Newsday article.

13.   Comment was made about Newsday.

14.   Question on the draft three alterative plans for the ASDRP.

15.   Comment on the ASDRP regarding the amount of sand placed on the beach.

16.   Comment on the Board Assessment Review process for tax grievance.

17.   Comment on the grievance applications and the process.

18.   Comment on the grievance process.

19.   Comment on deer hunting.

20.   Comment on the beach restoration project and Eaton’s Neck involvement.
